  • CONVENING AN OROMO LEADERSHIP CONVENTION - Atlanta, Georgia, November 11-13, 2016.

     

     BACKGROUND

    The #OromoProtests of 2015-16 constitute a milestone in the recent history of the Oromo nation.  More importantly, they are a continuation of a century of resistance the Oromo have mounted against a succession of ruling elites in Ethiopia who have denied Oromo nationhood, dismissed Oromo nationalism as an elite conspiracy and denigrated the Oromo people’s capacity for self-government. The #OromoProtests have proved that the Oromo are a nation unified in a common national purpose and able to pursue political goals through sophisticated civil action against a heavily armed military.  

       Furthermore, the heroic #OromoProtests have shown that Oromia is the epicenter of the struggle against totalitarian rule in Ethiopia. They have earned respect within and without for the young generation of Oromo and reaffirmed the longstanding observation that Oromo is a great African nation.

    What has already been achieved bodes well for the challenges of the future. The Oromo people have embraced their national heritage and championed Oromummaa as a marker of dignity. The foundation of Oromo nationhood has been reestablished and the struggle for national liberation has advanced onto a higher plane.

     RATIONALE

    We are now witnessing epochal events unfolding. The ancient Oromo nation is being reborn in our time in the womb of the historic #OromoProtests. A new generation of Oromo has risen with unprecedented heroism affirming the unity of the nation and in defense of Oromo national pride, heritage and civilization. The Oromo people have clearly expressed their demands for self-determination, popular sovereignty, democratic order, peace and respect for human dignity.

    Oromo realize and embrace national unity as a sense of belonging and consciousness about their common values, knowledge, modes of thinking, aspirations, feelings, and behavior that bind people together.  The Oromo people inherited longstanding patterns from the gadaa civilization and are reclaiming them through an inexorable rise of national consciousness. The realization of sacred values has led to contemporary expressions of the Oromo national struggle that have united the Oromo people in Oromia to the stage that they have been able to mount a historic protest movement.

    The Oromo nation has rebelled against a century-old experience of political exclusion, economic exploitation and cultural domination carried out by successive regimes. They have risen against the rule of violence with which a cabal springing from a minority group captured state power and suffocated them for many decades.  The unity that was forged at the crucible of the Oromo struggle against tyranny must now be sustained by unity held together through common heritage, common purpose and common destiny. The paradigm of Oromo nationalism is now shifting from articulating grievances to presenting forward-looking principles and demands for forming independent institutions that will become the foundation of a democratic state.

     OUTCOME

    Therefore it has become imperative to call for an Oromo leadership convention. We expect the convention as a single gathering or a series of meetings of Oromos from all walks of life to gather and deliberate and issue foundational documents that will affirm the Oromo nation’s commitment to both Oromo gadaa principles of national unity and to the core precepts of gadaa governance, values and institutions in a free, democratic and self-reliant Oromia.  The following outcomes are expected. 

     1.  Declaration Affirming Principles of Oromo Unity and a National Consensus on Oromo Rights and Interests

    This document will articulate the principles that have held the Oromo nation together in the face of colonial tyranny and a century of concerted effort to divide the Oromo along lines of region, religion and lineage. It will affirm the ways that Oromo unity is rooted in the Oromo heritage of gadaa systems-complex. This will ensure that the emergent Oromo nation is reborn of gadaaprinciples of the rule of law, commitment to equality and right of free expression for all persons, communal solidarity, collective land ownership, peacemaking and respect for human rights.

    The document will articulate the Oromo nation’s commitment to the goals of democracy, sustainable and inclusive development, social peace and harmony, and fundamental human rights. Recalling that Ethiopian imperial conquests against the Oromo nation and the subsequent colonial subjugation were facilitated by Western support and technologies of coercion, the document will uphold and proclaim the Oromo nation’s self-sufficiency in terms of ideas and practices of governance and social cohesion. The Oromo national vision will exemplify our national heritage of gadaa principles of democratic governance, human development, peacemaking, and human rights.

     2.The Oromo National Charter of Freedom, Justice and Human Rights

    Affirming gadaa values as a guide for a common future, the second document will restate the core demands expressed in the Oromo protest movement. In effect, it will operationalize the consensus of the Declaration in light of the current demands of the#OromoProtests. These demands include restoration of the practice of popular sovereignty, equality of individual and group rights, freedom of participation in work, industry and development, equal and unencumbered access to resources, equality before the law, freedom from oppressive rule by arbitrary decree, entitlement to personal security, protection of cultural rights and symbols, and adequate access to land, housing, education and standard of living.

     3.Grand Strategyfor a CoordinatedHumanitarian and Diplomatic Effort

    The diaspora plays a critical supporting role for the watershed events that have now unfolded in Oromia. The Oromo in the diaspora have stood in solidarity with the Oromo protestors. Members of the diaspora have helped in making the voices of the protestors heard around the globe. The humanitarian support effort and the diplomatic work conducted so far are an encouraging measure of solidarity and shared purpose with the protests themselves. The work on all fronts needs to go forward with equal determination but in a much more coordinated network of groups and efforts. The Convention attendees will deliberate on how to build on best practices to cultivate Oromo national organizational capacity for liberation and democratic state building.

    PROCEEDINGS

    The Convention will be a gathering composed of leaders of Oromo community associations, civic, business and professional organizations, youth and women groups, artists, faith-based groups, liberation fronts and political parties, and notable individuals. The goal is to have as broad a representation as possible. Delegates will receive the documents ahead of the gathering. At the Convention, they will consider the documents, debate, provide recommendations, amend and take decisions. All delegates will have enough time to deliver remarks to contribute to shaping the yaa’ii’s final deliberations and resolutions.

    The leadership convention will take place in Atlanta, Georgia, November 11-13, 2016.

    Statement of purpose

     

    We write to express our concern about your recent announcement regarding the “Oromo Leadership Summit” due to take place in Atlanta, Georgia on the occasion of the First Anniversary of the Oromo Protests. We appreciate and value your endeavors to convene this Summit. We share your view that this Summit will set out a vision for the future of the Oromo nation.

     

    This is an ambitious and far-reaching national project and we believe that we need to ‘get it right’. In that regard, we are particularly concerned about the procedural issues in planning to convene the Atlanta Convention. The signatories to this letter have come to learn that enough consultation has not taken place in initiating and planning to convene such a vital Summit.

    The ways in which a Summit of this significance is convened, the integrity of its process and its potential to be adequately representative are of critical importance to the Oromo struggle and the future of Oromo people. In what follows, we will set out our concerns in detail and suggest possible steps that can be taken to address them.

     

    Concerns about the process

     

    When dealing with a vital national agenda such as this, the integrity of the process matters as much as the outcome. A representative, consultative, and inclusive process that allows key stakeholders to participate in defining and developing the agenda can bolster the outcome whereas a process that is not adequately consultative, representative, and accountable would certainly undermine it.

     

    To our knowledge, many stakeholders and the wider Oromo Community around the world have not been consulted as stakeholders in the planning of this enormous national undertaking. This raises questions regarding the extent to which the process followed in preparing the ‘concept note’ is democratic and transparent. We believe a democratic and transparent approach is befitting of a major national project. 

     

    We are in highly unusual and uncharted terrains and we understand the temptations for expediency and to dispense with what would surely be a painfully frustrating and complex democratic exercise. However, there cannot be a short-cut when it comes to major political decisions that will influence, even determine, the form and content of norms, institutions and values that will govern our future.

     

    This is an enormous undertaking. It needs to be treated with the seriousness it deserves. We recognize the desire to keep up with fast-changing events on the ground. But we must ensure that at least key stakeholders have enough time to weigh in on the proposed documents and that there are sufficient consultations at the grassroots level.

     

    Expediency at the expense of procedural integrity will undercut the legitimacy of the project; when it seems foreseeably effective, it carries the germs of new, perhaps even more ominous threats to the collective interests of our people.

     

    We are concerned that a project that is so contested at this early stage in the process will likely do more harm than good. We are worried that it will cause tremendous damage to the unity and cohesion of our communities and will further erode public trust and confidence in its leaders.

    We also note with great concern that another group of Oromos are already planning to organize their own independent summit. Staging two competing summits to consider, discuss and settle the same problem sends the wrong signal to our friends and foes about the Oromo people's ability to lead the current struggle and the post-EPRDF Ethiopia. Indeed, this will represent a mortal threat to the process and the outcome. There are no reasonable grounds to believe that you — as the sponsors of the Summit— have done all you can to exhaust every available opportunity to reach an amicable settlement with the latter group. 

     

    Concerns about the substance of the document:

     

    We recognize that there are diverse views within the Oromo people as far as the substance of the document is concerned. We believe that this is an issue that needs to be decided by a representative convention. However, we feel that some of the language in the document should be reformulated to avoid alienating key allies and endangering the uncommon expressions of solidarity with the various nations and nationalities.  

     

    It goes without saying that many Ethiopians and Ethiopia’s foreign backers are looking closely at what Oromos do. It is important that we are always mindful of our audience and anticipate the potential for misunderstanding. We are concerned that four weeks are not enough to craft potentially consequential documents such as the charter envisaged in your release with the seriousness and thoughtfulness it so deserves. 

    For all the above reasons, we find the proposed project morally and politically indefensible. We find it very difficult to get behind this project in its current form. 

    Our suggestion for the way forward

    There are compelling reasons to rethink and reframe the Georgia convention. To begin with, the broad issues raised and outcomes listed in the ‘concept note’ are unlikely to be addressed in just one gathering. For this reason, we propose two separate conventions: The Georgia Convention and “the Grand Oromo Convention.”

     

    a) The Georgia convention: as planned but confined to the urgent needs of the hour and the Grand Oromo Convention:

    § Resource mobilization, humanitarian response and commemoration. There are pressing humanitarian and medical needs. Hence, it is extremely important to anchor the motivation for the convention on the necessity to tackle the challenges of NOW and on ways to build capacity to keep pace with the fast changing events in Oromia. It's befitting of an event held on the first year anniversary of a once in a generation protest movement to be devoted to honoring the memories and sacrifices of our martyrs. A focus on resource mobilization and humanitarian response will help identify available resources — material and otherwise — and allow the diaspora communities to reach out to our people at a time of their greatest need.

    § Forge a genuine alliance among Oromo political organizations. Harmony and unity among Oromo Political organizations is desperately needed. It will provide a tremendous morale boost to the movement in Oromia. We believe this matter should be treated with a sense of urgency. The Georgia convention provides a great opportunity to apply maximum pressure on all Oromo political organizations.

    § Set the goals, date, venue and the agenda for a follow-up Grand Oromo Convention. A great deal of background work and deliberation is needed. Ideas need to be formulated, circulated, and thoroughly discussed in a consultative, transparent, representative, and accountable process. Toward this end, the Georgia convention will elect steering committees responsible for overseeing the overall delivery of the Grand Oromo Convention and set priorities and sequence activities necessary to achieve the objective. It will consider the need for the proposed Gumii Council and all other competing proposals. It will identify individuals who will draft the necessary documents and set their terms of reference.

    We believe this will ensure public ownership of the process and a broad-based support both within the Oromo communities and our allies. We believe this will help democratize the process, avoid the risk of competing events, and confer legitimacy on the outcome.

    • In summary, the Georgia Convention, if managed well, will have a transformative impact on the struggle of the Oromo People. It will create opportunities for Oromo leaders, academics and activists to come together and set out guiding principles and an organizational infrastructure through which resources - material, expertise, financial, personnel, and etc. - are mobilized and channeled to specific targets in a coordinated manner.

     

    b) The Grand Oromo Convention: This will tackle the broader issues outlined in the concept note, specifically the two foundational documents envisaged in your “concept note” and other activities mandated by the Georgia Convention.

     

    This will allow us and other stakeholders an opportunity to weigh in on these foundational documents and forge an all-inclusive Oromo vision for post-EPRDF Ethiopia. We would appreciate the opportunity to help rethink and reframe the approach and possible outcomes of this convention.

     

    Once again we would like to express our appreciation for your conception of this timely “Oromo Leadership Convention” and your endeavor to organize the event. We sincerely hope that you take our concerns and suggestions seriously and make appropriate modifications to the contents of the Concept Note, as well as the structure of the convention and the process of its organization. We believe a democratic and transparent process based on consultations of stakeholders will withstand the test of time.

    We do not sign this letter lightly but we feel we are in an extraordinary situation.

    Awramba Times (Addis Ababa) – The isolated regime in Eritrea has launched a full-scale attack in northern Ethiopia last night, following the recent report by UN Commission of Inquiry, in which it says the regime has committed crimes against humanity, reliable sources confirmed to Awramba times.

    Two days ago, the United Nations Commission of Inquiry on Eritrea had suggested that the international community should now take steps, including using the international criminal court, national courts and other available mechanisms, to ensure there is accountability for the atrocities being committed in Eritrea.

    Isais Afeworki, who is now isolated both politically and diplomatically from the international community, has now chosen full-scale war out of frustration.

  • Local militia kills 11 Agazi solders in West Arsi

     

    ‪#‎OromoProtests‬ some details about what sparked the latest protest in West Arsi. On Friday evening, there was a wedding party heading to the grooms home after taking the bride. The bus they were traveling on was playing Haacaalu Hundessaa's and Caalaa Bultume's songs. Agazi soldiers stopped the bus and told them not to play the music. The party told them this is a wedding and playing music in the confines of their rented bus is their right. The driver decided to drive away to defuse the tension. The soldiers responded by opening fire on the bus hitting 4 people identified as Jannu Tashitaa, Shumi Nagesso,Roobaa Jiloo & Habtamu Fayyissa.

    Villagers began protesting the same night and protest covered Shalla, Siraro and Shashemene towns. This morning, Agazi soldiers arrested two people identified as ( Filica Wariyo & Ushexo Nagesso) and executed them. In response local government militia ( tataki) overwhelmed Agazi unit, disarmed them. When reinforcement arrived, militia attacked them killing 11 Agazi on spot ( number dead Agazi's is reported to be 11 but have not been confirmed )

    The regime's dogs are trying to spin as if a Church was attacked. What they do not know is these civilian victims of Agazi themselves are mostly Christian Oromos. The people have no reason to target church or mosque to avange a killing committed by Agazi.

    OromoProtests‬ 2 protesters and 7 government soldiers have been killed in Rayitu, Bale and the situation remains intense. On Saturday, the soldiers executed two protesters heading home from the rally. The next day armed farmers ambushed a military unit heading to disperse the funeral ceremony of those killed. In the clash seven soldiers were dead on spot, one captured. Several farmers sustained injury. The fighting continues says the report.

    Oromo Liberation Front proudly announces the election of Galasa Dilbo as its Chairman

    At this critical juncture the Oromo people are facing ethnic cleansing and genocide. By declaring state of emergency, the Tigrayan People’s Liberation Front (TPLF) regime has authorized full-scale state terrorism, arbitrary mass arrest, detention, torture, and extrajudicial killing, in particular targeting the Oromo youth, to destroy the future of our nation.

    The Oromo people are showing a strong resistance against the brutality of the regime. This united strong resistance of our people against tyranny, as necessary as it is, requires a solid Pan-Oromo political organization, which is fully capable of mobilizing human and material resources of the nation to guarantee the success of the struggle of our people for freedom.

    The OLF Central Committee has thoroughly assessed the many challenges our liberation struggle has to overcome, including urgent need for strengthening the unity of purpose among Oromo political organizations, and mustering Oromo resources in order to halt and finally end the TPLF’s reign of terror and its colonial occupation.

    With this understanding and being fully aware of the challenges ahead, the OLF found it necessary to reorganize itself and elect a new leadership whose commitments and dedications are to the service of the cause of the Oromo people.

    Accordingly, the OLF is pleased to announce the election of Galasa Dilbo as Chairman and Mulugeta Mosisa as Deputy Chairman of OLF in a democratic process accordance to the constitution of the organization.

    Galasa Dilbo is recognized all across Oromia, for his selfless dedication to the freedom of his people. He has a proven track record of leadership skills and utilizing participatory leadership style. He has the vision to win the trust of the great Oromo nation and lead our organization to victory in the struggle for liberation of Oromia.

    The newly elected leadership team also includes, elected Deputy Chairman Mulugeta Mosisa, who is equally experienced, dedicated and capable leader, and other able leaders are also elected to other key positions.

    The OLF Central Committee is confident that the newly elected team of leadership will be a unifying factor at this critical juncture in the history of the Oromo nation.
