     ዘ አፍሪካ ሪፖርት፡- ኢትዮጵያ ውስጥ የኢንዱስትሪ ሽግግሩን ሒደት የሚያሳልጡት ምንድን ናቸው?

    አቶ ኃይለ ማርያም ደሳለኝ፡- ልዩ ጥቅማችንንና ከሌሎች በልጠን የምንገኝባቸውን ሀብቶቻችንን እየተጠቀምን ነው፡፡ በጣም ወጣት የሆነ ሕዝብ ነው ያለን፡፡ መሬት በተትረፈረፈ መጠን አለን፡፡ ርካሽ የሆነ የአሌክትሪክ ኃይል አለን፡፡ በተወሰነ ደረጃም ቢሆን፣ ቅድሚያ ለምንሰጣቸው የኢንዱስትሪ ዘርፎች የተለያዩ ድጋፎችን የምናደርግ ሲሆን፣ ፖሊሲያችንን መሠረት ባደረጉ ባንኮቻችን አማካይነት የገንዘብ ድጋፍ ጭምር እንሰጣለን፡፡

    ዘ አፍሪካ ሪፖርት፡- በእስያ የነበሩት ልማታዊ መንግሥታት ኮርፖሬሽኖችን በመምራት ረገድ በጣም ንቁ ነበሩ፡፡ ኢትዮጵያ ውስጥ ይህ የማስተዳደር አቅም አለ?

    አቶ ኃይለ ማርያም ደሳለኝ፡- በጃፓን የነበረው የንግድና የኢንዱስትሪ ሚኒስቴር በጣም ጠንካራ ነበር፡፡ ነገር ግን በደቡብ ኮሪያ ይኼን ሒደት የሚደግፉ በርካታ ተቋማት ነበሩ፡፡ ሁሉንም ነገሮች በአንድ ሚኒስቴር መሥሪያ ቤት የመምራት አቅም ስለሌለን የኮሪያን ሞዴል ተከትለናል፡፡ አሁን በኢትዮጵያ ውስጥ ክህሎት ማዳበርና ቴክኖሎጂ ሽግግር ላይ የሚሠሩ እንዲሁም መንግሥት ቅድሚያ የሚሰጣቸውን እንደ ጨርቃ ጨርቅ፣ ቆዳና የቆዳ ውጤቶች፣ ምግብና ለስላሳ መጠጦች፣ የኬሚካል ኢንዱስትሪዎች የመሳሰሉ ዘርፎችን የሚያግዙ በርካታ ተቋማት አሉ፡፡

    ጥቂት ኢንዱስትሪዎችን ከጅምራቸው እስከሚጠናከሩ ድረስ የሚከታተሉ የባለሙያዎችን ቡድኖችም እንመድባለን፡፡  በአሁኑ ጊዜ ይኼን በራሳችን ሙሉ በሙሉ ለመፈጸም የአቅም ውስንነት ስላለ ባለሙያዎችን ከውጭ እናስመጣለን፡፡ የኮሪያ የልማት ኢንስቲትዩት በዚህ ረገድ በጣም እያገዘን ነው፡፡ ህንድም ከጨርቃ ጨርቅና ከቆዳ ውጤቶች ዘርፎች ጋር በተገናኘ ድጋፍ እያደረገችልን ነው፡፡ በልማት ስኬታማ ከሆኑ አገሮች ጋርም ተቋማዊ ግንኙነት መስርተናል፡፡ 

    ዘ አፍሪካ ሪፖርት፡- በደቡብ ኮሪያ የኢንዱስትሪ ሽግግሩን ለማሳካት አንድ ትውልድ መስዋዕት ሆኗል፡፡ ኢትዮጵያዊያን ይኼን ለማድረግ ዝግጁ ናቸው?

    አቶ ኃይለ ማርያም ደሳለኝ፡- ሁሉንም ኢትዮጵያዊያን በዚህ ሒደት አብረውህ እንዲሆኑ የግድ አስፈላጊ አይደለም፡፡ ነገር ግን የአብዛኛውን በተለይም የወጣቱን ድጋፍ ትፈልጋለህ፡፡ የከፍተኛ ትምህርት ሥርዓታችንን ካየን 70 በመቶው የሚመረቀው በኢንጂነሪንግና በሳይንስ ሲሆን፣ በማኅበራዊ ሳይንስ የምናስመርቀው 30 በመቶውን ብቻ ነው፡፡ ይኼ ማለት 70 በመቶው ተመራቂ የኢንዱስትሪ ሽግግር ሒደቱ ላይ ይሳተፋል ማለት ነው፡፡ በተመሳሳይ ወደ ከፍተኛ ትምህርት ተቋማት መግባት የማይችሉ ተማሪዎች ሁሉም ማለት ይቻላል ወደ ቴክኒክና ሙያ ሥልጠና ነው የሚገቡት፡፡ ኢትዮጵያ ወዴት መሄድ እንዳለባትና ምርታማነትን ለመጨመር የአሁኑ ትውልድ መክፈል ስላለበት መስዋዕትነት የማሳመን ሥራ እየሠራን ነው፡፡ ዋናው ነገር የቀድሞውን አስተሳሰብ መቀየር ነው፡፡ ተወዳዳሪ ለመሆን እጅግ አስፈላጊ የሆኑትን ምርታማነትንና ጥራትን መሠረት ባደረገው ንቅናቄ ሁሉም ተሳታፊ እንዲሆን እንፈልጋለን፡፡ ወጣቱ ትውልድ በብሔራዊ ደረጃ ይኼ አስተሳሰብ እንዲኖረው ለማድረግ ወደ ከፍተኛ ሁለተኛ ደረጃ ትምህርት ቤቶች በቀጣይነት እንወርዳለን፡፡  

    ዘ አፍሪካ ሪፖርት፡- በአገሪቱ እየተከናወኑ ያሉ የመሠረተ ልማት ግንባታዎችን ወጪ መሸፈን ከባድ ነው፡፡ አማራጮቻችሁ ምንድን ናቸው?

    አቶ ኃይለ ማርያም ደሳለኝ፡- በመጀመሪያ የአገር ውስጥ የፋይናንስ ምንጮችን ለመጠቀም እየተንቀሳቀስን ነው፡፡ በቅርብ ዓመታት ልማታዊ መንግሥታት የነበሩ እንደ ቻይና ያሉ አገሮችን ልምድ ካየን ዋነኛ የፋይናንስ ምንጫቸው ብሔራዊ ቁጠባቸው ነበር፡፡ በዚህ ረገድ በኢትዮጵያ ውስጥ አበረታች አዝማሚያን እያየን ነው፡፡ የዕድገትና ትራንስፎርሜሽን ዕቅዳችን ሲጠናቀቅ ከአጠቃላይ ብሔራዊ ምርት ስድስት በመቶ ድርሻ የነበረው ብሔራዊ ቁጠባ ወደ 15 በመቶ ያድጋል ብለን እናስብ ነበር፡፡ ነገር ግን በሚገርም ሁኔታ ከዕቅዳችን በላይ በመሄድ የዕቅዱ ሦስተኛ ዓመት ሳይጠናቀቅ አስቀድሞ 17.7 በመቶ ደርሷል፡፡ ስለዚህ ዕቅዳችንን ከልሰን ዕቅዱ ሲጠናቀቅ 20 በመቶ ለመድረስ እየሠራን ነው፡፡ ይኼ ጊዜ ሕዝባችን ጥቂት እያወጣ ብዙ እንዲቆጥብ የምንጫንበት ነው፡፡ 4.6 ቢሊዮን ዶላር የሚያወጣውን የታላቁ ህዳሴ ግድብ እየገነባን ያለነው ከዚህ ቁጠባ ነው፡፡ ሕዝቡ በነፃ ማዋጣት ፈልጎ ነበር፡፡ ነገር ግን እኛ ‘የቁጠባ ባህል ለማዳበር ቦንድ መግዛት አለብህ’ ብለነዋል፡፡

    ነገር ግን ይኼ በቂ አይደለም፡፡ አሁንም ቢሆን የፋይናንስ እጥረት ስላለብን ከብራዚል፣ ከህንድ፣ ከቻይና፣ ከቱርክ፣ ከጃፓንና ከኮሪያ ኢንቨስትመንት መሳብ ችለናል፡፡ ተመራጭ በሆነ የቁጠባ ወለድ መጠን ኢትዮጵያ ውስጥ ኢንቨስት በማድረግ ያገኙትን ገቢ እዚሁ እንዲቆጥቡ እያደረግን ነው፡፡ ለንግድ እንቅስቃሴያችንም ብድር እንፈልጋለን፡፡ ብድር የመመለስ አቅም ደረጃ ለማግኘት እየሠራን ሲሆን ሒደቱ በጥሩ ሁኔታ እየሄደ ነው፡፡ [ሆኖም ከቃለ መጠይቁ በኋላ የኢትዮጵያ የብድር የመመለስ አቅም ውጤት የታወቀ ሲሆን በአማካይ ‘B’ ማግኘቷን መዘገባችን ይታወሳል]

    ዘ አፍሪካ ሪፖርት፡- የኢትዮጵያ የብረታ ብረትና ኢንጂነሪንግ ኮርፖሬሽን እየተጫወተ ካለው ሚና ጋር በተያያዘ የኢንዱስትሪ ሽግግሩን ለመምራት ወታደሮች የተሻሉ ሰዎች ናቸው ብለው ያስባሉ?

    አቶ ኃይለ ማርያም ደሳለኝ፡- የብዙ አገሮች ወታደራዊ ተቋማት ያሏቸውን በጣም ጥሩ ላብራቶሪዎችና ወርክሾፖችን ለወታደራዊ ዓላማ ብቻ ይጠቀሙባቸዋል እንጂ ለልማት ዓላማ ሲጠቀሙባቸው አይታይም፡፡ እኛ ግን ወታደራዊ ተቋሞቻችን ያላቸውን አቅም ለሲቪል ልማት እንጠቀማለን፡፡ በሜካኒካል ኢንጂነሪንግ ዘርፍ ያለውን ታሪክ ካየን ብዙ ነገሮች የመጡት ከወታደራዊ ተቋማት ነው፡፡ ስለዚህ የብረታ ብረትና ኢንጂነሪንግ ኮርፖሬሽንን አቅምና ዲሲፕሊን እየተጠቀምን ነው፡፡ ይኼ ማለት ግን በኢንዱስትሪ ጉዳይ ብቸኛው ተቋም ነው ማለት አይደለም፡፡ ነገር ግን የመሪነት ሚና ይጫወታል፡፡ የተለያዩ የግሉ ዘርፍ አካላት አብረውት ይሠራሉ፡፡ በሒደት ከትልልቅና ከትናንሽ ከግሉ ዘርፍ ከመጡ የኢንጂነሪንግ ኩባንያዎች ጋር በመሥራት ላይ ይገኛል፡፡ 

    ዘ አፍሪካ ሪፖርት፡- በ2007 ዓ.ም. በሚደረገው ብሔራዊ ምርጫ ተቃዋሚ ፓርቲዎች በርካታ የፓርላማ መቀመጫዎችን ያሸንፋሉ ብለው ይጠብቃሉ?

    አቶ ኃይለ ማርያም ደሳለኝ፡- እኛ ማተኮር የምንፈልገው በሒደቱ ላይ ነው፡፡ ሒደቱ ዲሞክራሲያዊ፣ ነፃ፣ ፍትሐዊና በሕዝቡ ዓይን ተዓማኒ የሆነ እንዲሆን ማድረግ አለብን፡፡ ውጤቱን የሚወስነው መራጩ ሕዝብ ነው፡፡ ተቃዋሚ ፓርቲዎች ወይም ኢሕአዴግ ይኼን ያህል ወንበር ያሸንፋሉ ብዬ መገመት አልችልም፡፡ 

    ዘ አፍሪካ ሪፖርት፡- ሒደቱ ዲሞክራሲያዊ ነው ብለው ያስባሉ?

    አቶ ኃይለ ማርያም ደሳለኝ፡- ተቋማዊ አሠራራችን፣ ሕጎቻችንና ደንቦቻችን እንከን አይወጣላቸውም፡፡ ከሕጎቻችን በተቃራኒ አፈጻጸም ላይ ነው ወደኋላ የቀረነው፡፡ የፓርቲዎች የሥነ ምግባር ደንብን ተፈጻሚ አድርገናል፡፡ በዚህ ደንብ ብንመራ ሒደቱን የተሻለ ዲሞክራሲያዊ፣ ነፃ፣ ፍትሐዊና ተዓማኒ ለማድረግ ይጠቅማል ብዬ አስባለሁ፡፡

    ዘ አፍሪካ ሪፖርት፡- እንደ 2002 ዓ.ም. ብሔራዊ ምርጫ ውጤቱ ለተቃዋሚ ፓርቲዎች አንድ ወንበር ብቻ በማግኘት ቢጠናቀቅ የመንግሥት ተዓማኒነት ላይ ጉዳት አያመጣም?

    አቶ ኃይለ ማርያም ደሳለኝ፡- አይመስለኝም፡፡ ውሳኔው የተሰጠው በሕዝቡ ከሆነ ሁላችንም ልንቀበለው ይገባል፡፡ አንዳንዴ የሚረብሸን እንኳን ቢሆን የግድ መቀበል መቻል አለብን፡፡

    ዘ አፍሪካ ሪፖርት፡- ገንቢ ትችቶችን የሚያቀርብ ተቃዋሚ ፓርቲ ፓርላማ ቢኖር ጥሩ አይሆንም?

    አቶ ኃይለ ማርያም ደሳለኝ፡- የሥነ ምግባር ደንቡ የተቀረፀው የፓርላማ ምርጫው የነበረበትን ጉድለት ለመቅረፍ ነው፡፡ ለምሳሌ በአዲስ አበባ ኢሕአዴግ በሰፋ ልዩነት አሸንፏል፡፡ ነገር ግን ሦስት ሚሊዮን ከሚጠጉ ነዋሪዎች ውስጥ 400,000 መራጮች ድምፃቸውን ለተቃዋሚዎች ነው የሰጡት፡፡ የእነዚህ 400,000 ሰዎች ድምፅ ሊሰማ ይገባል፡፡ እንዴት አድርገን ድምፃቸውን እንስማ? ይኼን ለመመለስ የሚያስችል የፓርቲዎች የጋራ ምክክር መድረክ አለን፡፡ ፓርላማው በሕግና በፖሊሲ ላይ ከመወያየቱ በፊት በምርጫ የተወዳደሩ ፓርቱዎች በጋራ አስቀድመው እንዲወያዩበት ዕድል ያገኛሉ፡፡

    ራሳችንን በእነሱ በኩል ለማየት ጠንካራ ተቃዋሚ ፓርቲዎች እንዲኖሩ እንመኛለን፡፡ ከእኛ ውጪ ያለ አካል ቢተቸን እንወዳለን፡፡ ያለመታደል ሆኖ እንዲህ ዓይነት ጠንካራ ተቃዋሚዎች የሉንም፡፡ ግልጽ የሆነ የራሳቸው ፖሊሲ ያላቸው ፓርቲዎች የሉም፡፡ የእዚህን መንግሥት መሠረታዊ እምነቶች ተረድተው ስኬቶቹንና ድክመቶቹን ለመገምገም አልቻሉም፡፡ ኢሕአዴግን የብጥብጥ መንገዶችን ተከትለው ከሥልጣን ማስወገድና ወደ ሥልጣን መምጣት ይፈልጋሉ፡፡ ይኼ የማይሳካ ምኞት ነው፡፡  

    ዘ አፍሪካ ሪፖርት፡- የደቡብ ሱዳን ግጭት አካባቢውን የሚነካ በመሆኑ አልተጨነቁም?

    አቶ ኃይለ ማርያም ደሳለኝ፡- በኢጋድ አካባቢ ግጭቱ ወደ ሌሎች አካባቢዎች እንዳይዛመት ለማድረግ አብሮ ለመሥራት ተስማምተናል፡፡ ከአካባቢው ወደ ደቡብ ሱዳን የሚላከው ኃይል ጥበቃ ከማድረግም ባሻገር ለሌሎች የጥፋት ኃይሎች ተመሳሳይ ስህተት እንዳይደገም ትምህርት ይሰጣል፡፡ ሱዳንና ኡጋንዳ የዚህ ኃይል አባል ላለመሆን ተስማምተዋል፡፡ ይኼ አካባቢያዊ ግጭትን ያስወግዳል፡፡ ነገር ግን የዚህን ኃይል ሥራ ማፋጠን አለብን፡፡

    ዘ አፍሪካ ሪፖርት፡- በኡጋንዳ ጣልቃ መግባት ላይ የኢትዮጵያ አቋም ምንድን ነው? ጉዳዩን አወሳስቧል ብለው ያስባሉ?

    አቶ ኃይለ ማርያም ደሳለኝ፡- ጉዳዩን አላወሳሰበውም፡፡ ኡጋንዳ ጣልቃ ባትገባ ኖሮ አሁን በደቡብ ሱዳን ያለውን መንግሥት ማየት ስለማንችል እንዲያውም ጣልቃ መግባቷ ጠቃሚ ነበር፡፡ አለበለዚያ የደቡብ ሱዳን መንግሥት ወዲያው ነበር የሚፈርሰው፡፡ ሱዳንና ኡጋንዳ ያሉዋቸው የተለያዩ አመለካከቶች በተግባር ችግር እንዳይፈጥሩ ኡጋንዳ በሒደት ከደቡብ ሱዳን እንድትወጣ እንፈልጋለን፡፡ ሱዳንም አዲስ በሚዋቀረው ኃይል ተሳትፎ እንድታደርግ አንፈልግም፡፡  

    ዘ አፍሪካ ሪፖርት፡- ደቡብ ሱዳን ነፃ ስትወጣ ከመጠን ያለፈ ደስታ ነበር፡፡ አሁን ነገሮች ከያዙት ገጽታ አኳያ ሁኔታዎቹ አያበሳጩዎትም?

    አቶ ኃይለ ማርያም ደሳለኝ፡- ይኼ እንደሚሆን ጠብቀን ነበር፡፡ ስለዚህ አልተበሳጨሁም፡፡ አቅጣጫቸውን እየረሱ ነበር፡፡ ለአዲሷ አገር የነበራቸው ፖሊሲ በአግባቡ የተቀረፀ አልነበረም፡፡ ሒደቱን ማን እንደሚመራው ራሱ በግልጽ ያልተቀመጠ ሲሆን ተቋማዊ ግንባታውም ተዘንግቶ ነበር፡፡ 100 ቴክኒሻኖችንና ቢሮክራቶችን ወደ ደቡብ ሱዳን ልከን ነበር፡፡ ተቋማዊ ግንባታውን ለማገዝ የተለያዩ ስምምነቶችን ተፈራርመን ነበር፡፡ በተለይ የጋራ የመሠረተ ልማት ግንባታ ለማካሄድ ተስማምተን ነበር፡፡ ነገር ግን እኛም ከስህተታችን ተምረናል፡፡ የእኛን ተሞክሮ ልናካፍላቸው እንፈልጋለን፡፡ አማፂያን መንግሥት ሲሆኑ ተገቢ የሆነ ሽግግር መካሄድ አለበት፡፡ 

    ዘ አፍሪካ ሪፖርት፡- በኢትዮጵያ የሚመራው የአፍሪካ ኅብረት የሶማሊያ ሰላም አስከባሪ ኃይል (አሚሶም) ጥቃት እንዴት እየሄደ ነው?

    አቶ ኃይለ ማርያም ደሳለኝ፡- የኢሚሶምና የኢትዮጵያ ወታደሮች ከተቀናጁ በኋላ ሁኔታዎች ተቀይረዋል፡፡ ከኢሚሶም ጋር በመተባበር ከአልሸባብ ቁጥጥር ብዙ ከተሞችንና መንደሮችን ነፃ አውጥተናል፡፡ ይኼ ግን ወታደራዊ ስኬት ብቻ ነው፡፡ ነፃ የወጡ አካባቢዎች በፍጥነት ሰብዓዊ ዕርዳታ ሊደረግላቸው ይገባል፡፡ ይኼ የእኛ ጥያቄ ነው፡፡ አንዳንድ ንቅናቄዎች ቢኖሩም በቂ አይደሉም፡፡   

    ዘ አፍሪካ ሪፖርት፡- በእነዚህ ጥቃቶች የኢትዮጵያ ወታደሮች በግልጽ መታየት አልሸባብ ኢትዮጵያ ውስጥ የአፀፋ ጥቃት ይፈጽማል የሚል ሥጋት አላሳደረብዎትም?

    አቶ ኃይለ ማርያም ደሳለኝ፡- ሁሌም የአልሸባብ የጥቃት ዒላማ ሆነን ነው የኖርነው፡፡ ዋናው ነገር የሕዝባችን ጠንቃቃ መሆን ነው፡፡ የደኅንነት ተቋማችንም በንቃት ሥራውን ሊሠራ ይገባል፡፡ ይኼ ደግሞ የዕለት ተዕለት ተግባራችን ነው፡፡

  • Ethiopian Man Killed in Atlanta over Gambling

    ATLANTA — One man was killed and at least three others wounded in a shooting in Atlanta's historic Auburn Avenue district, authorities said. A fifth person later showed up at Grady Memorial Hospital, and police believe he was also at the scene of the gunfire around 4:30 a.m. Tuesday.

    It happened in the street near the intersection of Auburn Avenue and Bell Street, just east of downtown Atlanta.

    "An officer on patrol was flagged down in regards to some people that had been shot," Atlanta police Capt. Paul Guerrucci said.

    The shooting was touched off by an argument over gambling taking place in the area that morning, Atlanta police spokeswoman Kim Jones told The Atlanta Journal-Constitution (http://on-ajc.com/1n83BYa ).

     



    One of the wounded men was critically injured, and two others are expected to survive, police told The Atlanta Journal-Constitution.

    "A fifth subject walked to Grady and was also believed to be at the scene at 240 Auburn Ave.," Jones said in an email. "That male had a gunshot wound to the hand."

    Police identified the man who was killed as 27-year-old Selemon A. Belai of Atlanta.

    All of the people shot were men in their mid-20s or older, said Atlanta police Capt. Paul Guerrucci, head of the department's homicide unit. He said "various victims" were in surgery early Tuesday.

    Mohammed Abbajebel Tahiro was born in Ethiopia, East Africa, in 1964. After completing his elementary and secondary education, he enrolled at Addis Ababa University with an academic interest in theoretical physics. Due to political upheaval and social instability, he left the country for a brief sojourn in Nairobi, Kenya before making the long journey to the United States of America in 1989.

    Mohammed met and married his wife Shadia Omar in 1996 during his stay in Minneapolis. They have four school-aged children.     As an avid student of Economics, Professor Tahiro has studied the US deficit and budget crisis, and has designed an effective framework for sustainable reduction of the ballooning debt. As an immigrant, he understands the unspoken nuances of the immigration reform proposals, and he is positioned to lend salient contributions to the discourse that is informed by his passionate appreciation for the value of the American Promise.

    ONE of Zulfiye Tufa’s favourite quotes by Oscar Wilde is: “You can never be over dressed or over educated”.

    It is certainly a mantra by which she lives her life.

    The 24-year-old Noble Park woman is a pharmacist at Clayton Monash Medical Centre, as well as a fashion stylist and designer.

    Born to parents of Turkish-Oromo (East African) heritage, Ms Tufa followed her passion for fashion and started thehijabstylist.

    Identifying a void in the fashion industry, Ms Tufa designs colourful combinations of faith-friendly clothing incorporating the latest fashion trends — a concept known as ‘hijabifying’.

    “When I was in high school, it was born out of a difficulty to find clothing that would really cater for how I wanted to dress, and I ended up buying a sewing machine, started to experiment, and people started liking what I was doing,” she said.

    “You’ve got this whole generation of people who are growing up in Western countries, and you really feel a sense of Australian identity, for example, but also a connection to your faith and you want to experiment with that.

    “It’s really about interpreting fashion through the lens of faith.”

    Ms Tufa now has 13,000 followers on Instagram, and close to 5000 on Facebook.

    In addition to working as a stylist, she plans to launch her first fashion label later this year.

    “For women in today’s society, the portrayal of women is often just at a physical level and I want to get past that by having clothing that really does empower women,” Ms Tufa said.

    ፪. ከፍተኛ ጉዳት ያደረሰ የከሸፈ ፣ ተከተታይ ወረራ   በ1998 ዓ.ም.  በሱማሊያ መሬት ላይ መሬት ያዛ በነበረበት ሰዓት ለ ኒውዮርክ ታይምስ ጋዜጣ አላማቸው የኢስላማዊ ፍርድ ቤቶች ህብረትን ለማንበርከክ ሳይሆን በዚያ የሌሉትን በሱማሊያ የሚገኙት የኤርትራ ወታደሮች ለማሰደድ እንደሆነ ተናግረዋል፡፡

    Just like they lost their domination of mass communication to social media platforms, dictators are going to loose their ability to control broadcast communication (Radio & TV) soon. Thanks to their own aggressive jamming that costs commercial satellite operators and disruptive military and intelligence agencies, anti-jamming technology is being rapidly developed. From satellite operators such as Eutelsat to multibillion dollar defense/civilian aviation technology leaders like Boeing, corporations are racing to develop and deploy reliable anti-jamming technology. Its expected that many of the commercial satellite broadcast providers will deploy the anti-jamming capability within the next few months. Sooner or later TPLF's Chinese made and operated jammers will be obsolete and the airwave will be free for all opinions. Until then they will have to play hide and seek.   • Lensa Kitilla - Arizona civil engineer designs sexy, modest swimsuits

    Summertime means sunshine and pool weather, but for many women for the thought of wearing a swimsuit is terrifying and frustrating.

    Arizona mother and civil engineer Lensa Kitilla suffered from back acne, also called bacne, as a teenager, which left scars. Her scars led to a feeling of embarrassment when it came to wearing traditional swimwear styles that offered little to no coverage over large parts of the body, especially the upper back. After years of looking to find stylish swimwear that also covered her back, Kitilla decided to design one herself.

    Kitilla, who has no fashion design background, created swimsuit designs on engineering software. She then took her designs to a local seamstress for production. After receiving compliments and being asked where she got her swimsuit, Kitilla realized there were other women like her who desire stylish and fashionable swimwear with back coverage.

    “It’s more of a personal journey and I know it’s not just me,” she said.

    Kitilla is launching her swimwear line, KennaSwims, “to target a market that wants coverage to their upper back area and still be stylish.” Kitilla’s unique designs cover-up scars, blemishes, and tattoos that would otherwise be exposed by traditional swimwear designs.

    As a mom, Kitilla wanted to create a brand that is modest but remains fashionable and sexy.
    “Today, people show too much skin,” she said, adding that she wanted to create swimwear that could be an alternative for teenagers and women. Her designs make use of sheer fabrics, which allude to showing skin, while still remaining covered. She wants her brand to make modesty fun.

    Kitilla’s goal is to create a lasting brand that provides an alternative to the conventional swimwear and addresses a need for many women who do not feel comfortable wearing the commonly available swimwear styles. To reach her goal, KennaSwims is currently being funded on crowd-funding site Kickstarter through June 23. Kitilla is still looking for more backers to reach her goal of $15,000. On Kickstarter, people can pledge to back KennaSwims starting at $1. Depending on how much someone pledges, backers get a reward, such as a swimsuit. Kitilla plans on expanding production and keep the manufacturing of the swimwear in the United States.

  • Land Grabbing in Africa, the new colonialism - ThisisAfrica

    One of the reasons South Africa’s apartheid system is said not to have vanished with the swearing in of Nelson Mandela as President is the question of land. The colonial system was complete in places where land ownership was taken away from the colonised, and decolonisation remains incomplete if the land does not return to its rightful owners, those who were brutally and slyly dispossessed.

    Tragically, a silent recolonisation on a mass scale is happening through further dispossession in areas where the original colonisation had not been complete. The new colonisation is dressed in the language of economic development and fighting poverty but its interest is the satisfaction of the needs of multinational companies for markets and land to grow food for export – to satisfy the food needs of their primary market while depriving Africans the satisfaction of their needs.

    Land is the source of life and death
    Land is not just a material possession. The 1997 Church Land Conference in Johannesburg was indeed accurate in noting that land is and should be above commerce and politics, that land is the source of life and death, like a mother who gives her children sustenance without which they would perish. As Andile Mngxitama reports in The Chimurenga Chronic April 2013 edition, land is always with us, it gives us life and when we die, it takes us back.

    In the same article, Andile narrates the story of Sipho Makhombothi, the founder and now deceased leader of the Landless People’s Movement, who left instructions that on his death, he should be buried near his ancestors, on their and his land. Militant members of the movement indeed honoured his wish and buried the activist on the land, in defiance of guns and dogs belonging to the White ‘owners’ of the same land. Two years after the burial, Makhombothi’s body was exhumed under court order. Andile reminds us that “Makhombothi’s bones – landless in life, landless in death – still scream for justice across the fields and plains of Mpumalanga.”

    The effects of colonial era land grabbing are not only visible in South Africa. Kenya’s tale of land-owners and squatters, of political families that own entire counties as rewards for political deals with the ‘departing’ colonialists remain an open sore during electoral campaigns. The case of Namibia, where residents of European countries still own huge chunks of land native Namibians have no access to is another sign that decolonisation of the land is still far from reality.

    21st Century African land rush

    Repossession was bad for Zimbabwe. Really?
    The case of Zimbabwe’s repossession of hitherto-White farmer owned land is perhaps the most known attempt at the decolonisation of the land. It has been heavily criticised by Western media and branded as an act of an almost mad and senile man, Robert Gabriel Mugabe. The neo-liberal capitalist in the true imperial fashion has preached that the repossession is bad for the African. Food shortage in the country has been blamed on the repossession, despite the fact that the White farmers used to export more food than they supplied to the Zimbabwean market when they owned the farms. The thirst for land by extreme capitalists is insatiable. Thus, parts of the continent that had almost survived the original land colonisation have to be recolonised, and those where the land was effectively ‘stolen’ consolidated.

    Protests in Uganda
    Since the end of active hostilities in Northern Uganda, the war has turned to the land. With residents migrating to camps for protection and refuge, most of their land remained bare alongside communally-owned land. With ‘commercial’ farmers like the Madhivani group and the discovery of oil deposits beneath much of this land, the post-conflict period has seen new forms of land conflicts emerge between the commercial farmer and government on one hand and residents who do not want to part with ownership of their land. The government claims it wants the land on behalf of the commercial farmer to grow sugarcane, and consequently the economy, but some critics think this is a disguised attempt at disenfranchising the people, especially that oil deposits have been reported to be in plenty beneath the same land.

    The resistance against this recolonisation has taken on conventional and non-conventional methods. Women in the Amuru district – where the land grab machinery has invested both sly and direct intimidatory means – undressed in protest against political leaders, an act considered the most severe expression of displeasure and discontent. The wrangle continues. It is a big political issue, accusations of bribery of politicians by the corporate monsters are rife, but there is still hope that the people may prevail.

    In Southern Uganda, in somewhat dissimilar circumstances, the people objected to the award of the Mabira forest-land to another sugar plantation-farmer in 2007. A huge demonstration in Kampala, that saw some Indians and Asians victimised by the demonstrators and some of the demonstrators gunned down by the army and police expressed the mass disapproval of the government plans. Kabaka Ronald Muwenda Mutebi, the reigning king of Buganda, where the forest is located, offered his own land to the sugar-cane grower in return for the forest, but his offer was rejected. On paper, it was reported that the land grab was stopped, but some press subsequently reported that some parts of the forest had been grabbed and were being used for sugar-cane growing anyway.

    The African Union is complicit
    The language of development and economic production is rife in the land grab justification. Like the 19th century colonisation, the new wave of land grabbing is allegedly well-intentioned. It is also well-planned, in the same way the 19th century colonisation was well hatched by European powers of the time. Ironically, the African Union is complicit in this new plan. The core plan comprises the G8′s “New Alliance for Food Security and Nutrition in Africa” and the Alliance for a Green Revolution in Africa (AGRA).

    According to the African Centre for Bio-Safety, “opening markets and creating space for multinationals to secure profits lie at the heart of the G8 and AGRA interventions”. The Centre has labelled the plans as a new wave of colonialism. The plans include the harmonisation of laws across Africa to favour foreign direct investment in agriculture, ease land ownership laws to favour foreign multinational companies and allow the use of genetically modified seeds. All this compromises the ability of the majority small-scale farmers, the so-called subsistence farmers who grow food for their own consumption and a surplus for the market in order to continue producing for their own consumption, not to mention the market. Dis-empowering such people means controlling their lives and turning them into consumers of products they can’t produce. The use of genetically modified seeds enables multinational companies to collect royalties from farmers who use the seeds, thus destroying the seed varieties cycles that have proved sustainable on the continent for time immemorial.

    Turning food to biofuel

    The recolonisation plans are already working. A report published in April 2014 by UK campaigning group World Development Movement (WDM) titled Carving up a continent: How the UK government is facilitating the corporate takeover of African food systems showed that “huge tracts of land in African countries with access to the sea and high economic growth are being targeted by corporations such as Monsanto and Unilever with help from the British and American governments”. According to the report, agreements signed with key African countries Benin, Burkina Faso, Ethiopia, Ghana, Ivory Coast, Malawi, Mozambique, Nigeria, Senegal and Tanzania expose huge tracts of African land to a risk of being grabbed by multinational companies under the guise of fighting poverty and food insecurity.

    As the African Centre for Bio-Safety reported, huge projects such as the ProSavanna project in northern Mozambique are already displacing farmers from their land and imposing large-scale production structures for export. They add that “actual farmers are separated from the land and the only realistic option for a livelihood.” Like the 19th century colonisation project, some African entities are cooperating in this new wave of colonialism; latter-day governments, to wit. They are the ones signing these agreements and lending their coercive machinery to the multinationals to evict small-scale subsistence farmers from the land.

    The faulty development mantra that the market is a fix for all needs – including basic needs – does not consider the fact that most African populations, as reported by The Guardian (UK), are “fed by smallholders as opposed to corporate farming, which tends to focus on exports and rich markets.” Like 19th century colonialism, the New Alliance strategy focuses on using Africa as the production grounds for the consumption needs of Western markets. The food security and sovereignty of African local populations is of no concern for the multinationals and the foreign governments funding their activities in Africa.

    In 2012, Human Rights Watch reported that the Ethiopian government had forced tens of thousands of people off their land, and given it to ‘investors’. The BBC reported the land was bought by Chinese and Saudi Arabian ‘investors’ who intended to grow more than one million tonnes of rice on it, to export to their countries.

    In Liberia, a community in Grand Bassa county is resisting the encroachment of Equatorial Palm Oil (EPO), a British palm oil company on their land. Around 169,000 hectares had allegedly been allocated to the company by the government, without consulting over 7,000 people of the Jogbahn clan who have lived on the land for several generations. Skirmishes involving the company’s security unit and the Liberian Police Support Unit have not shaken the resolve of the people to defend their land, and as of May 2014, Ellen Johnson-Sirleaf, the Liberian President, has promised to halt the grab, although the company has not acknowledged the presidential statement.

    As a result of the increasingly deteriorating situation, the first Africa Conference on Land Grab is being organised, scheduled for 27–30 of October 2014 at the Pan African Parliament, South Africa. The conference will feature various speakers who will focus on a range of country case-studies of land grabbing in Africa.  One hopes that a feasible resistance strategy is hatched to halt the recolonisation of the continent.

    5/14/2014- አገር ለቀው የኮበለሉትና የኦሮምያ ፕሬዚዳንትነትን ጨምሮ በተለያዩ የመንግሥት መስሪያ ቤቶች በሚኒስትርነት ማዕረግ ያገለገሉት እንዲሁም የኦህዴድና የኢህአዴግ ሥራ አስፈጻሚ የነበሩት አቶ ጁነዲን ሰዶ አሜሪካ ገብተዋል። ኬንያ ለአንድ ዓመት ያህል በስደተኝነት ተቀምጠው የአሳይለም ወረቀታቸውን አግኝተው አትላንታ ከገቡ ሁለት ወራት እንደሆናቸውም የዘኢትዮጵያ ጋዜጣ ምንጮች ገልጸዋል።

     

    አቶ ጁነዲን በአባ ዱላ ገመዳ እስኪተኩ ድረስ ከኦክቶበር 28/2001 እስከ ኦክቶበር 6 /2005 የኦሮምያ ክልል ፕሬዚዳንት ነበሩ። ከዚያም የትራንስፖርትና መገናኛ ሚኒስትር በመሆን እስከ ኦክቶበር 2008 አገልግለዋል። በመቀጠልም በሳይንስና ቴክኖሎጂ ሚኒስትርነት ከሠሩ በኋላ በመጨረሻም በ2010 የሲቪል ሰርቪስ ሚኒስትር በመሆን የቀድሞ ጠቅላይ ሚኒስትር አቶ መለስ ዜናዊን መንግሥት አገልግለዋል። የአዲስ አበባ ዩኒቨርስቲም የቦርድ ሊቀመንበር ነበሩ። መንግሥታቸው ብዙ ዓመት ከኖሩበት የሚኒስትሮች ካቢኔ ያሰነባታቸው የአቶ ኃይለማርያም የጠቅላይ ሚኒስትርነት ዘመን ሲጀመር ነው።

    የስደት ኑሯቸውን ማቃናት የያዙት አቶ ጁነዲን ከወዳጆቻቸው ጋር ሲያወጉ “ይሄ ፋሽስት መንግሥት እኮ የሚያደርገውን አያውቅም” በሚል መገረም ሲናገሩ መደመጣቸውን ምንጮቻችን ገልጸዋል። ባለቤታቸው ወ/ሮ ሀቢባ መሀመድ “በሽብር ተግባር ተጠርጥረዋል፣  ከሳዑዲ ኤምባሲ ገንዘብና መጽሐፍት ይዘው ሲወጡ ሐምሌ 9 ቀን 2004 እጅ ከፍንጅ ተይዘዋል” በሚል ተዘውታሪ ሰበብ በእስር መቆየታቸው ይታወሳል። ከሥልጣናቸው በመስመጥ ላይ ለነበሩት አቶ ጁኒዲም ይህ የባለቤታቸው እስር ተጨምሮ ከአገር ለመኮብለል መንስኤ መሆኑ ሲዘገብ መሰንበቱ ይታወቃል። ባለቤታቸውና ልጃቸው አሁንም በኢትዮጵያ የሚገኙ በመሆኑ አቶ ጁኒዲን በይፋ ምንም አስተያየት ሳይሰጡ ተቆጠበው መቀመጡን መምረጣቸው ተነግሯል።  ሰሞኑን በኦሮምያ ክልል ተማሪዎች ላይ እየደረሰው ያለው ግድያና ሁከት በአንድም ሆነ በሌላ መንገድ የሚመለከታቸው ቢሆንም፣ እንደ ተራ ሰው “ይሄ ፋሽስት መንግሥት ምን እያደረገ ነው” ብለው መገረማቸው መልሶ ማሰገረሙን ምጮቻችን ገልጸውልናል። የኦሮምያ ክልል ፕሬዘዳንት ከነበሩት ውስጥ ሀገር ጥለው የኮበለሉ ፕሬዘዳንቶች ከአቶ ሀሰን ዓሊ ጋር አቶ ጁነዲን ሲደመሩ ሁለተኛ መሆናቸው ነው። ሁለቱም አትላንታ መሆናቸው ሲገለጽ አቶ ጁነዲን በአንድ ዩኒቨርስቲ መምርህነት ሥራ ለማግኘት ማመልከቻ ማስገባታቸውም ተነግሯል።ምንጭ (ዘኢትዮጵያ)

    አቶ ዓሊ የኮሚሽኑን የአሥር ወራት የሥራ አፈጻጸም ለምክር ቤቱ ግንቦት 5 ቀን 2006 ዓ.ም. ባቀረቡበት ወቅት ኮሚሽኑን እያጋጠሙ ስላሉ ዋና ዋና ችግሮች አብራርተዋል፡፡

    የመፈጸምና የማስፈጸም አቅም ውስንነት፣ የሰው ኃይል ፍልሰት፣ አንዳንድ የመንግሥት ተቋማት ኮሚሽኑ ለሚያቀርባቸው የማሻሻያ ሐሳቦች ተባባሪ አለመሆንና የመስክ ተሽከርካሪዎች እጥረት ኮሚሽኑን ያጋጠሙ ችግሮች መሆናቸውን ተናግረዋል፡፡

    ኮሚሽነሩ የአሥር ወር የአፈጻጸም ሪፖርታቸው የኮሚሽኑን የለውጥ ዕቅድ አፈጻጸም፣ ሙስናንና ብልሹ አሠራርን መከላከል የሚያስችሉ ጥናቶችን በተለያዩ ተቋማት ላይ ማከናወኑን፣ በታላላቅ የመንግሥት ፕሮጀክቶች የሚከናወን መደበኛ የመከላከል ሥራ፣ የሙስና ወንጀል ምርመራና ክስን የተመለከቱ አፈጻጸሞችን ዳሰዋል፡፡

    አስቸኳይ የመከላከል ሥራዎችን በተመለከተ የሰመራ ዩኒቨርሲቲ የመሰብሰቢያ አዳራሽ ግንባታ ከኢንጂነሪንግ ግምት በላይ 80 ሚሊዮን ብር ዋጋ ላቀረበ ተጫራች ግልጽነት በጐደለውና ለአድልኦ ክፍት በሆነ መንገድ ከመሰጠቱ በፊት እንዲቆም መደረጉን፣ የኮንስትራከሽንና ቢዝነስ ባንክ 99 ጄኔሬተሮችን ለመግዛት ባወጣው የጨረታ ሰነድ የተመለከቱ የመገምገሚያ መሥፈርቶችን መሠረት ባላደረገና ግልጽነት በጐደለው ሁኔታ ከፍተኛ ዋጋ ያቀረበን ተወዳዳሪ አሸናፊ ያደረገ የግዥ ሒደት እንዲታረም በመደረጉ፣ 6.4 ሚሊዮን ብር የመንግሥት ሀብት መዳኑን ገልጸዋል፡፡ 

    የአዲስ አበባ ከተማ መንገዶች ባለሥልጣን የማሽነሪዎች ግዥ የጨረታ ሒደት ግልጽ ባልሆነ መንገድ ለአንድ ብቸኛ ተጫራች ዕቃውን እንዲያቀርብ የሰጠውን ውሳኔ እንዲሰርዝና ተስተካክሎ ጨረታው በድጋሚ እንዲወጣ መደረጉን፣ አስቸኳይ የመከላከል ሥራ ባሉት ሪፖርታቸው በማሳያነት አቅርበዋል፡፡

    የአሠራር ሥርዓት ጥናቶች ባሉት የሥራ ዘርፍ ደግሞ የንግድ ሚኒስቴር የቡና ምርት ኤክስፖርት ቁጥጥርና ክትትል ክፍልና በሌሎች መሥሪያ ቤቶች ላይ ጥናት መደረጉን ገልጸዋል፡፡ 

    ሰላሳ የቡና ላኪ ድርጅቶችን በናሙና በመምረጥ የአምስት ዓመታት የግብይት መረጃዎችን በመተንተን በአምስት ዓመት ውስጥ ወደ ውጭ ከተላከ የቡና መጠን ውስጥ፣ ከፍተኛ ዋጋ ያለው ቡና የኢትዮጵያ ብሔራዊ ባንክ አውቆት ስለመላኩ ማረጋገጫ እንዳልተገኘለት፣ በዚህም ምክንያት አገሪቱ ከፍተኛ መጠን ያለው የውጭ ምንዛሪ ልታጣ እንደምትችል በመጥቀስ ሚኒስቴሩ ክትትልና ቁጥጥር እንዲያደርግ ማሳሰቢያ መስጠቱን ተናግረዋል፡፡ 

    ለምዝበራ የተጋለጡ ሀብቶችን ወይም የተመዘበሩትን በየዓመቱ ለምክር ቤቱ አባላት ዋና ኦዲተር መሥሪያ ቤት እንደሚያቀርብ፣ ኮሚሽኑ ያቀረበው ሪፖርትም ከዋናው ኦዲተር ጋር እንደተመሳሰለባቸውና ኮሚሽኑ ለምን ዕርምጃ እንደማይወስድ የምክር ቤት አባላት ጠይቀዋል፡፡ 

    ‹‹ከኦዲተር መሥሪያ ቤት ጋር የተመሳሰለ ሥራ ብንሠራም ተልዕኳችን የተለያየ ነው፤›› ያሉት ኮሚሽነሩ፣ ‹‹በእገሌ መሥሪያ ቤት ምርመራ ጀምረናል ማለት ስለማንችል በጥቅሉ ነው ሪፖርቱን ያቀረብነው፤›› ብለዋል፡፡ ሁሉንም ነገር ከሙስና ጋር ማያያዝ ወደ ሌላ ድምዳሜ ሊያደርስ ይችላል ሲሉ ድፍን ምላሽ ሰጥተዋል፡፡ 

    ከገቢዎችና ጉምሩክ ባለሥልጣን ኃላፊዎችና ሠራተኞች ጋር በመመሳጠር ሙስና ፈጽመዋል ከተባሉ ባለሀብቶችና ድርጅቶች መካከል የተከሰሱት ጥቂቶቹ መሆናቸውን፣ ሌሎች 31 ድርጅቶች ያላግባብ ተለቀዋል ስለ መባሉ ተጠይቀው፣ ‹‹ሙስና መሆኑን አረጋግጠን የለቀቅነው የለም፤›› ሲሉ መልሰዋል፡፡ የተጠቀሱት ድርጅቶች ያስገቧቸው ንብረቶች ሳይፈተሹ ያለፉበት ምክንያት ሥራን ለማቀላጠፍ ሲባል የተፈጸመ ግድፈት እንጂ፣ ሙስና ነው ብሎ ለመደምደም የሚያስቸግር ነው በማለት አስረድተዋል፡፡

    Ethiopian Prime Minister Hailemariam Desalegn is once again at odds with the powerful TPLF branch of EPRDF ruling party, according to sources connected to his adminstration. This time the dispute is on government response to Oromo protests in Oromia region, according to a journalist of an English weekly paper who asked to remain anonymous for fear of reprisals.

    Hailemariam, an ethnic Welayta native, does not have the military background and the political power that former Tigrayan Prime Minister Meles zenawi had. Meles was the executive head of the Tigrayan Peoples Liberation Front (TPLF) for over thirty years. Even though various ethnic groups are well represented inside the Ethiopian military, most of the top executive positions are held by Tigrayans. Some reports claim that around 70 percent of the country’s top generals and military leaders are still ethnic Tigrayan today, even though Tigrayans makeup only 6 percent of the Ethiopian population.

    The Govt source said TPLF military chiefs wanted to stop the peaceful Oromo student protest early before it turned into riots, but there was “lack of leadership and policy from Arat Kilo,” (refering to the Menelik Palace were the PM resides. )

    Despite their small numbers in the country, Hailemariam’s ethnic Welaytas are said to have significant presence in the mid-level positions in the army and federal force. However, TPLF’s military heads complain that Hailemariam portrays a “soft leader” image and the police has been overstretched with nonstop demonstrations for months. They say the public is emboldened to take their angers to the streets since Meles died. Since 2013, millions of Muslim Ethiopians have been protesting in the cities while the “legal opposition” groups have also organized various protests, sometimes without permit. But the recent Oromo protests have irritated the TPLF military authorities the most, as some OPDO (another EPRDF branch) members have provided covert support.

    The source said Hailemariam’s chances of being re-elected to lead EPRDF ruling party are slim. Hailemariam has also been under American pressure to deliver a peace deal in South Sudan, though some TPLF army officials are suspicious of the Sudanese opposition.

    TPLF military chiefs claimed South Sudan peace deals signed in Addis Ababa are symbolic but meaningless on the ground because the rebel leader Riek Machar does not have full control of opposition fighters.

    The general election looming ahead in 2015 is already casting a shadow over the Ethiopian government, whose sole uniting bond would seem to be its praise for the memory of its late Prime Minister Meles Zenawi. 

    His portraits are on all the walls in Addis Ababa, which was not the case when he was alive, and in the Federal Assembly a video projector plays his speeches with the aim of inspiring the new MPs. And yet, since Meles Zenawi died in August 2012, the federal government has been rudderless, lacking a descendent. 

    His successor as Prime Minister, Haile Mariam Desalegn, has neither the grip nor the political clout and has not managed to impose himself on the other political leaders. He frequently has to be content with merely dealing with everyday business. While it is true the Ethiopian State, whose tradition goes back a long way, has not fallen into decadence, the different factions and regionalist tendencies are making federal power increasingly fragmented. 

    Divisions produce inertia ; Going beyond appearances, the ruling coalition Ethiopian People Revolutionary Democratic Front (EPRDF) is in an embryonic crisis state. Its central core, the Tigray People Liberation Front (TPLF), is deeply divided between the faction led by Tigray Regional State President Abay Woldu, and the faction headed by Deputy Prime Minister Debretsion Gebremichael, not to forget the various other Tigrayan sub-factions such as those of the elderly Marxist Sebhat Nega and the Meles Zenawi’s widow Azeb Mesfin. 

    Facing this inter-Tigrayan squabble, the Amhara in the ANDM and the Oromo in the OPDO (two of the parties in the ruling coalition) are watching from the wings, biding their time before they go into the arena. This freezes the decision-making power, as each faction does not want to make the wrong decision and yield an advantage to its rivals. In early April, speaking on a live TV debate (a rare event in itself), Amare Aregawi the editor of The Reporter asked the Prime Minister who is it that makes the decisions in his office and whether he is capable of making any himself. Much to the surprise of the viewers who are used to seeing decisiveness on their screens, Haile Mariam Desalegn mumbled an unconvincing response, confirming that the question had indeed struck home. 

    The economy and diplomacy are broken Ethiopian diplomacy suffers from a lack of leadership at the top of country. Questions about the situation in Somalia are left to the head of the Ethiopian army which is intervening directly in its neighbour territory. In the case of the IGAD mediation in the South Sudan crisis, the former foreign affairs minister Seyoum Mesfin was recalled from his post of ambassador to Beijing to lead the mediation. He nevertheless played a fairly effective role of mediator, which was largely taken over by the Ugandan President Yoweri Museveni even though Ethiopia did at the time hold the presidency of IGAD. 

    Similar blockages have produced similar effects in the management of the State-owned companies. The telephone network run by Ethio Telecom (formerly ETC) provides a very poor service, mainly because of frequent electricity outages which also affect the water distribution system when the electric pumps stop running. The cause is breakdowns of the aging transformers purchased from India by the Ethiopian Electric Power Corporation (EEPCO) several years ago. Today, EEPCO and ETC are squabbling over who should pay the cost of renovating the electricity system, a problem which Debretsion Gebremichael, the chairman of the EEPCO and ETC boards, has been unable to settle. 

    Regionalism becoming more intense Since the end of April, the federal police have brutally repressed student protests against the Master Plan in several universities in the Oromia Regional State. This Master Plan involves the expansion of Addis Ababa whose mayor, Diriba Kuma, is also an Oromo. 
    In the students view, this project would eat into Oromo land and reduce the area their language is used. This regionalist exacerbation is illustrated by certain of the student slogans, proclaiming “Oromia for the Oromos and by the start of misdemeanours against Amhara farmers obliged to leave their land and take refuge in Addis Ababa. 

    Certain TPLF officials have no qualms to explain that in their view, some ultra-regionalist elements of the ruling OPDO are discreetly fuelling this student protest movement against the Master Plan.
